[Toybox] [New Toys] - TAR and IP (initial version)

Hi Rob, List,

Attached are the new toys TAR and IP.

TAR - this supports archive creation and extraction based on the USTAR
format (described in PAX Spec). For (de)compression '-z' gzip is supported.

IP - In this initial version  rule, addr and link options are supported.
There are a few TODO items which will be taken care of in further patches.
