[Toybox] [PATCH] Added new option "neighbor" in "ip" command and Fixes

Hi Rob and List,

Added new option to _IP_ command as _ip neighbor_.

Some fixes included in the same patch as follows:
1:  fixing __IP link__ segfault for invalid option.
2:  Refactoring of _IP tunnel display_ function (Using __toybuf__ instead
of multiple variables).
3:  _IP addr_ fix to show X.X.X.0/X type.
