[Toybox] [PATCH] ip.c fixes for extended route attributes

Please find attached a patch to update the extended route attributes for
'ip route change' commands, such as:
   ip route change xx mtu [lock] 1280
previously these commands would silently fail.

Also added a 'print_rta_metrics' routine to 'display_route_info' to print
(most)
extended attributes (even ones that can't currently be set via toybox's ip).
