[Toybox] [PATCH] date: add --utc (synonymous with -u)

this one came up for me this week, but note that the existing pull
request https://github.com/landley/toybox/pull/249/commits/4f8a13cdf266702dc9e3281621a9b33793fa65bc
covers this and more. obviously as "captain longopts" i'd support
merging that pull request instead of this patch :-)

(i especially liked that the submitter showed how to search all debian
source for uses of the longopts in question.)
