[Toybox] Is there a reason tar.tests isn't in "make tests"?

I want to chmod +x it but I vaguely remember there was some problem testing on
android or something, but I ALSO think that was fixed by the new --owner :ID
stuff? (Less bad, anyway. Able to hit the test conditions with a larger rock...)

The tests passed built with the ndk. (Bionic spat out a lot of stuff to stderr
about missing tzdata, but no failures.)
