[Toybox] [PATCH] Minor fix in csplit and better help text

I knew about this bug for a while but I didn't care enough to fix it.
But since a new release is coming and the fix is trivial, I thought I'd just submit it now

The error is that csplit adds stuff it's excluding to the filesize count.
Also when I figured out what line exclusion did I forgot to re-add the explanation for it
in the help text.

A few tests for the command would also be trivial to add and nice to have,

Are you interested in including that file before more tests for csplit are added?
