Yes, that's right.

util-linux's commit to support 0 PID is new and isn't in a release
yet, so I had to compile my own
(but I didn't want the feature enough to install it).

I don't know for sure, but most likely 2.42.

I'm even less sure when that will be.  Maybe 6 months or a year based
on past releases.
