I'm not too fond of copying the files into the tree either, but the ones
I'm thinking of duplicating are stable and shouldn't change.

It's a bit like copying the kconfig and bloat-o-meter stuff into busybox
rather than introducing a build-time dependency on a Linux kernel source
tarball.  (Which would have broken the busybox build on several
occasions.)  The lesser of two evils, and if they fall a bit out of sync
it's not a big deal.
