[Toybox] Is there a reason tar.tests isn't in "make tests"?

yeah, it's all green atm.

(remember that the test-on-android runner ignores your execute bit trick
anyway... remember there was a little flurry of small build/test fixes from
me a few weeks back? that was me catching up after not having updated for
almost a month, which is probably the longest gap since we first imported
toybox :-) )
